Abstract

biometrik texnologiyalar (barmoq izi, yuzni tanish, ko‘z to‘r pardasini skanerlash va boshqalar) O‘zbekistonda va butun dunyoda tez sur'atlar bilan kengayib bormoqda.Bbu esa maxfiylik va ma’lumotlarni himoya qilish bo‘yicha jiddiy savollarni keltirib chiqarmoqda. Ushbu maqola O‘zbekistonda biometrik ma’lumotlarni qayta ishlashni tartibga solishni “Shaxsga doir ma’lumotlar to‘g‘risida”gi O‘RQ-547-sonli Qonun (2019) doirasida ko‘rib chiqadi va Yaponiya «Shaxsiy ma’lumotlarni himoya qilish to‘g‘risida»gi qonuni (Act on the Protection of Personal Information, qisqartirilgan - APPI ) bilan boshqariladigan ancha shakllangan tizim bilan taqqoslaydi. Qiyosiy-huquqiy tahlil va rasmiy manbalardan foydalangan holda, tadqiqot shuni ko‘rsatadiki, har ikki mamlakat ham biometrik ma’lumotlarni aniq rozilik va xatarlarni baholashni talab qiluvchi maxsus toifa sifatida qaraydi. Biroq, O‘zbekistonning tartibga solish tizimi umumiy xarakterdagi normalardan iboratligi uchun hali boshlang‘ich bosqichda. Yaponiya esa Shaxsiy ma’lumotlarni himoya qilish komissiyasi (Personal Protection Comission, qisqartmasi - PPC) tomonidan ishlab chiqilgan batafsil ko‘rsatmalarni taqdim etadi va sun'iy intellektga asoslangan biometrik xatarlarni bartaraf etish uchun 2025-yilgi o‘zgartirishlarga tayyorgarlik ko‘rmoqda. Muhokamada O‘zbekistonda ijro etish va aniqlikdagi bo‘shliqlar yoritiladi va shaxsiy taklif va tavsiyalar bilan yakunlanadi.
